A multi-state partnership to support implementation and strengthen nondegree credential systems

Workforce Pell expands Pell Grants, a type of federal financial aid, to eligible students in certain workforce-oriented short-term programs—opening new doors to high-quality, short-term education and training opportunities. With the right supports, it can increase pathways to quality jobs and help more learners and workers from a wide range of backgrounds pursue careers that lead to economic mobility.

States are now facing important responsibilities since implementation began on July 1, 2026. States will need to assess program quality, validate key metrics, share data, and coordinate across agencies and institutions.

Jobs for the Future (JFF), in partnership with the Data Quality Campaign (DQC), is launching the Accelerating State Readiness for Workforce Pell initiative, with support from Britebound and ECMC Foundation. The initiative will help a small cohort of states navigate these immediate implementation demands while also using this moment to strengthen their broader nondegree credential ecosystems:

To help address near-term implementation needs and build stronger systems for quality, accountability, and alignment over time, JFF and DQC will provide the following support to participating states:

Why This Work Matters

Workforce Pell is a major policy shift and has the potential to catalyze broader systems change, but its long-term value will depend on how states operationalize it. This initiative is designed to help states move from implementation pressure to strategic opportunity—building the structures, partnerships, and action plans needed to implement Workforce Pell effectively, and strengthen nondegree education and workforce credential quality and outcomes.

Workforce Pell access opportunities may be particularly effective for people who are new to postsecondary education, disconnected from school or work, or balancing education with work, family, and caregiving responsibilities—helping more people build skills and earn credentials that can lead to further education and career advancement.

By investing in readiness now, states can create a stronger foundation for access, better data, and stronger results for learners, workers, and employers.

Workforce Pell Implementation: A Road Map for States

Starting July 1, 2026, eligible students enrolled in programs newly approved by the state and the U.S. Department of Education will be able to receive a Workforce Pell Grant, potentially broadening pathways to quality jobs for learners and workers. This resource provides an implementation road map for states and other stakeholders.
