This report documents the pilot phase of a promising New York City Department of Education professional development initiative designed to build the capacity of school leaders and teachers to prepare the city’s most vulnerable high school students to master the Common Core State Standards. These students, who are considered far off track because they have fallen far behind or previously dropped out, attend transfer schools, which are designed to reengage youth who are over-age and lack the credits to graduate.
